What it is Prevail turns a week of payroll into a filed certified payroll. It applies the wage determination in force for that project on that week, recomputes fringe, watches apprentice ratios, flags classification problems before the filing goes out, and produces the WH-347 with its statement of compliance — plus a flat file for primes and portals that want an upload instead of a PDF. Why it exists Any contractor on federally funded work files certified payroll every week, for every project, for every worker. Get a classification or a fringe rate wrong and the filing comes back — or worse, it does not, and the error compounds until an audit finds it. The compliance software that exists is priced for general contractors and sold inside a suite. This is the standalone piece for the subcontractor and the payroll bureau doing the work. Honest scope It produces the federal WH-347 and a flat file, but not state supplemental forms — California's A-1-131 and its equivalents are not in this build. No import from QuickBooks, ADP or Foundation; the week is entered or pasted in. No e-signature. And it cannot tell you someone worked out of classification — only your daily reports know that.
